OERC serves the datasets below today. Each row carries its own provenance, and any answer can be turned into a permanent cite receipt.

Provenance on every row
- Source
- Dataset or document, URL, publisher, licence, edition or version.
- Retrieval
- When it was fetched, the job that fetched it, and a hash of the source content.
- Extraction
- Human or machine, and the reviewer and date where a human checked it.
- Lineage
- The upstream row ids the row was derived from.
- Integrity
- A per-release manifest with a hash chain across the release.
What a cite receipt is
A cite receipt is a permanent, hashed record of an answer. It shows the question, the rows returned, their provenance and the release they came from. It does not change when the data is updated, so it shows what the data said on the day.
What OERC does not do
OERC does not produce ALARP, acceptability or adequacy determinations. It does not write Environment Plans. It is a reference layer for the people and agents who do.
Origin
Matt Smith originated the term 'Reference Case' (NERA/APPEA Reference Case Review, 2018). OERC is that concept in agent-queryable form.
